Punjab Infotech started the project of ERP implementation a year back in Dec 2010 to create an ecosystem enabling efficient anytime-anywhere delivery of services. To handle the gigantic task ahead, Punjab Infotech's management envisaged the “Phased approach” of implementation instead of “Big-bang approach” to ensure critical issues like change management, data digitization etc. are dealt appropriately over a period of time. Today this phased approach has helped Punjab Infotech in smooth migration from semi-manual functioning to automated system.

During the first phase of the project Punjab Infotech's management focused on automation of internal functions, business process re-engineering and streamlining of processes to minimize delays associated with handling of physical files and manual interventions. Punjab Infotech was able to achieve this goal within a period of 6 months with the implementation of core modules of ERP involving Finance & Accounts, Procurement & Inventory, Customer Relationship Management (CRM), Project Management, File & Content management and Estate Development & Management system. All the services related to these modules were made live on 18th July 2011.

During the second phase of project, Punjab Infotech's management primarily focused on effective enablement of online services to its customers. Various modules that have been made live in second phase include Franchisee management, Assignee management and Enterprise Asset management (EAM). While Franchisee and Assignee management modules are Customer centric modules, EAM is used for managing assets of Punjab Infotech.

In order to get its customers acquainted to the new system, Punjab Infotech had conducted multiple orientation workshops for various government departments and franchisees and is planning to schedule workshops for Allottees in nearby future.

Punjab Government implementing IFMS & IWDMS in Secretariat

Government of Punjab is implementing Integrated Financial Management System (IFMS) in Department of Finance and Integrated Workflow Document Management System (IWDMS) in Punjab Civil Secretariat.

Integrated Workflow Document Management System (IWDMS) would enable an effective informational exchange and build knowledge base for information. Project IWDMS aims to replace existing manual systems of paper based working in the Punjab Civil Secretariat departments. The envisaged IWDMS application would facilitate Punjab Civil Secretariat departments in functioning anytime and from anywhere. It is a multilingual solution for automating the functions at all levels of the administrative hierarchy of any Governmental department/office.

The Integrated Financial Management System (IFMS) will fully automate the treasuries, finance and planning department. The Project envisages strengthening of the Public Financial Management as a part of the Strengthening Public Expenditure Management in Government programmes. It is a integrated solution which provides consolidated and consistent information about the state government expenditures and receipts across the state. IFMS integrates the major functions carried out by Finance Department, Directorate of Accounts and Treasury, Directorate of Pension and Provident Fund, Treasury and Sub Treasury offices spread across the state.

The Punjab IWDMS Web Portal is the user interface and delivery channel to citizens of Punjab for providing access to the Government to Citizen (G2C) services offered by the Punjab Government. Users will have direct access to the services being provided on the portal from their office/homes/other locations. For further processing, the transactions initiated by citizens on the portal will be routed to the Back Office system - Punjab IWDMS Application (which Departments of the State of Punjab have access to) through a secure and reliable messaging infrastructure.

The G2C services initially offered on the portal will allow the citizen to seek information under Right To Information (RTI) Act 2005, apply for a Visitor Pass, raise a Public Grievance, appeal under Right To Services Act etc. At any point, the citizen can track the status of the application using the Track Status feature of the portal.

The portal thus aims to bring about high levels of citizen satisfaction through integrated service delivery on an anytime, anywhere basis, in a transparent, effective and efficient manner. Moreover it will enhance government accountability and performance by facilitating provision of better services to citizens in shorter time frames.

Implementation of IFMS & IWDMS projects has been initiated and the project is divided in different phases. Integrated Financial Management System has been deployed in all Treasuries with from July 2011 and Integrated Workflow and Document Management System has also been started in various departments from July 2011. Both the projects will be fully implemented by March 2012, further followed by operational maintenance of 5 years.
