Preface
R .K. Verma, IAS Tertiary Education, in particular, technical and engineering education is critical to India's aspirations of strengthening its reputation as a major player in the global knowledge economy. Punjab itself has seen a phenomenal growth in the field of technical education with more than 85% of technical and engineering education being delivered through the private institutions. In spite of the encouraging numbers, the demand for tertiary education continues. The significant changes in supply and demand make it increasingly important to ensure that tertiary education systems and institutions are effectively and efficiently governed and managed to meet the needs of the industry and society.

An increasing requirement has been felt lately for developing a technical education and industrial training policy in Punjab to bring about larger reforms. Enhancing Punjab’s technical education capabilities is essential for meeting Punjab’s aspirations of becoming a major competitive player in the global knowledge economy, as well as to improve the livelihood of its people. Failure to productively employ the increasingly young population can have damaging economic and social implications for the state. Furthermore, there are significant deficiencies in the existing system that needs to be addressed.

To clearly articulate the Government of Punjab’s objectives and outline the strategies that will be adopted to transform the state into a hub for technical education and industrial training in India the ‘Technical Education and Industrial Training policy for Punjab’ has been undertaken. The objective is to develop a technical education system which is receptive to the new innovations and technologies and is demand driven. Final report prepared by M/s Deloitte Touce Tohmatsu India Pvt.Ltd, the empanelled consutant for the project, would be submitted by 31st December, 2011 after numerous consultative meetings with the technical education department and other relevant stakeholders.
