Technical Education Policy, Punjab
The need to equip the workforce with technical capabilities and varied skills consistent with the demands arising from industry has been officially recognized by India’s 11th Five-Year Plan. The Plan has laid out the framework for moving towards a long-term skills development policy. Similarly, initiatives for scaling up the technical education system have also been outlined.
Addressing the various challenges of scaling up the capacity and capabilities of technical education in the state, while ensuring quality and access to all sections of society, necessitates the formulation of a planned and coherent approach. The approach should necessarily be formed through a consultative process involving expert inputs as well as with the considerations of all other key stakeholders (demand and supply-side), combined with learning from the best practices in education policy formulation and an appreciation of the contemporary industrial culture and economic environments of the state so as to ensure it is comprehensive and contextual.
To clearly articulate the Government of Punjab’s objectives and outline the strategies that will be adopted to transform the state into a hub for technical education and industrial training in India the ‘Technical Education and Industrial Training policy for Punjab’ has been undertaken.
Addressing the challenges in the technical education and industrial training system can help to address the need to skill an increasingly youthful population, particularly if the course offerings can be brought in alignment with requirements of industry. Improving the technical education and industrial training system would also help to curb social challenges and could be the catalyst that Punjab’s economy requires to reinstate its position as one the best performing economies in the country.
The Govt of Punjab intends to develop a technical education system which is receptive to the new innovations and technologies and is demand driven. The objective is to impart superior and improved skills to the youth through industry oriented teaching for better employment opportunities.
